Spill Prevention Control and Countermeasures (SPCC) Planning
A Spill Prevention Control & Countermeasures (SPCC) Plan is required for facilities that store more than 1,320 gallons or more of oil, in aggregate, above-ground, or that have 42,000 gallons or more of completely buried oil storage capacity and have a “reasonable expectation of an oil discharge” to a waterway or adjoining shoreline.

Waterways or adjoining shoreline include streams, creeks, rivers, lakes, and wetlands adjacent to navigable waterways.

When creating an SPCC plan, the environmental professional will address the site’s operating procedures for oil handling, discharge or drainage control measures to prevent the discharge of oil, countermeasures to contain, cleanup, and mitigate a spill, and methods of disposal for recovered materials.
An effective SPCC Plan will not only allow the site operator to respond to releases, but also identify and address potential sources of releases.
